POSITION: MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING (MEAL) OFFICER

Duty Station: Maya Town, Wakiso District (along the Kampala–Masaka Highway), with travel to programme locations as required
Contract Type: Fixed-term contract (renewable subject to satisfactory performance and availability of funding)
Reporting Line: Reports to the Programmes Lead

ABOUT STIA
Science Teaching & Innovations Africa (STIA) is a non-governmental organisation working to strengthen STEM education, teacher capacity, digital learning, and skills development within national education systems. STIA partners with government institutions, development partners, schools, and communities to improve learning outcomes, promote equity, and support youth transition to productive livelihoods through evidence-based and innovative approaches.
PURPOSE OF THE ROLE
The MEAL Officer will lead and support the design, implementation, and coordination of Monitoring, Evaluation, Accountability and Learning (MEAL) systems across STIA programmes. The role ensures that programmes are results-driven, accountable to beneficiaries, evidence-informed, and continuously learning, in line with donor and organisational standards.
KEY RESPONSIBILITIES
- Design and implement project and organisational MEAL frameworks.
- Coordinate routine monitoring, data collection, analysis, and reporting.
- Support baseline, midline, and endline assessments and evaluations.
- Ensure data quality assurance and safeguarding compliance.
- Lead Accountability to Affected Populations (AAP) mechanisms.
- Facilitate learning and documentation of lessons learned.
- Prepare MEAL inputs for donor reports and monitoring missions.
- Build MEAL capacity of staff and partners.
- Contribute to proposal development with MEAL inputs.
REQUIRED QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree in a relevant field.
- Postgraduate qualification in M&E is an added advantage.
- Minimum 3–5 years’ experience in a MEAL role.
- Strong experience with results-based management and donor reporting.
- Proficiency in data collection and analysis tools.
- Experience in education, STEM, or skills programmes is desirable.
